Mobilizing Finance for Climate and Clean Energy

Expanding GCIEP’s climate finance and energy capabilities across priority markets.

PWC, UK, FCDO   •   AFRICA   •   2025 – PRESENT

Project Overview

The UK Foreign, Commonwealth & Development Office’s Green Cities, Infrastructure and Energy Programme (GCIEP) provided technical assistance to FCDO posts and partner governments to advance greener, more resilient infrastructure and energy systems. Through its Technical Assistance Facility, GCIEP supported research and policy analysis, policy and regulatory reform, institutional strengthening, and the planning, design and delivery of priority interventions.

MGF experts played critical roles in GCIEP’s expansion into Energy and Climate Finance, with MGF CEO Amanda Lonsdale serving as Global Energy Lead and MGF Principal Niek de Goeij as Global Climate Finance Lead, each responsible for technical oversight of their respective global portfolios. Across priority markets, MGF supported the design of climate finance and energy interventions, developed financing and mobilization strategies, provided technical training, and helped structure climate finance projects in alignment with international standards.

Our Work

MGF provided climate finance and energy expertise across the program, including:

  • Program Design: Supported the design of climate finance and energy interventions and Terms of Reference across Ethiopia, Ghana, Zambia, and Mozambique, including GCF-related projects and financing pathways for Ghana’s renewable energy goals, including floating solar development in Ghana.
  • Finance Mobilization & Structuring: Developed mobilization strategies and financing structures for climate, energy, and urban infrastructure initiatives, aligned with international climate finance standards.
  • Policy & Institutional Strengthening: Supported enabling environments and government capacity, including work with Mozambique’s Climate Finance Unit and analysis of regulatory sandboxes for renewable energy delivery in Egypt and other markets.
  • Training & Knowledge: Developed and delivered targeted technical training, assessments, and learning products on climate and energy finance topics, including analysis of the potential for carbon markets to support distributed renewable energy for productive use in Ethiopia, waste valorization, and carbon markets.
